Message Center Spam?

Ill be receiving 2 times this messages directly in my Message Center in the last month they mention I try to contact Paypal but that is not really true,

in fact if I contacted paypal and they solved my problem and 15 days later the first Message came, is completely normal or is possible spam?

The message:
