Locked out of old account because of new 2 point security questions

I started a pay pal account in 2016 it's attached to my email and I got the code to re set password. After entering the code it asked for me to confirm a second time via text. I don't have that phone number anymore. I set up a new account but I made a mistake on the email. I deleted the 2nd account. Created a 3rd account but it says my card information is tied to the account I deleted. I have no idea where to begin to fix this issue. I'm disabled my rep payee and I have no idea how to fix these issues. Plz help me
