Linked debit card and INR 71.94 debited without my consent

Hi all,

Im new to Paypal and after creating account and linking my debit card.71.94 rupees have been deducted. Could someone shed some light here. Is this a fee for linking card or it is something I should expect a refund after sometime.

Yes its to send the code to verify your card on your paypal account, once verified the fee is refunded as per link below.
