Hi, can anyone help? I made a purchase on ebay from a business vendor but the item was never delivered. A full refund was issued but Paypal have taken fees. The original payment was made via Paypal with my Amex card. The refund from Paypal has been issued directly back onto my Amex account but is nearly 3% short. Is this normal? If so I will think seriously about closing my Paypal account. It seems very unfair to be charged a transaction fee in this case. Thank you in advance for any info/advice.
