I need someone to pay me who is living in Israel and maybe others living in the Palestinian Territories. Are they able to get a PayPal account? It was not possible for them to select an Israeli or Palestinian phone number.

Paypal is not supported in Palestine and if they try to use another countries account it would soon be limited.
However Israelis can open paypal accounts and use them to buy and sell.
