Is too good to be true bargain covered by PayPal?

I am in England and have been offered some work equipment, specifically a computerized engraving machine from Poland for a bargain price of just US$2,700, almost a third of the price it could fetch, it was advertised on Craigslist not eBay, the seller says I can come to see it, but I would not be able to arrange shipping while I'm there. If I pay via PayPal vand arrange shipping and find out that the seller or equipment has disappeared, can I claim from PayPal? and how would be the best way of carrying out this transaction. If you do not receive your purchase at all, locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute. 

 

If you received something but something entirely different, locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file a Significantly Not As Described (SNAD) dispute.

 

Make sure to send payment as Goods and Services to receive buyer protection.
