Is this fraud

We hereby give you 100% assurance regarding the transaction between you and the buyer of your item on eBay and we hereby notify you that the total funds of  $290 has been deducted from the buyer's account and will be fully cleared into your account as soon as we received the scratched picture of the Steam Wallet Gift Cards of  $200.00 from you for verification on the authenticity of the cards. We hope to hear back from you soon and sorry for all inconveniences.

Note:

This buyer has completed the transaction with PayPal, to this effect he/she has no right to withdraw or claim his money back.

Total 100% SCAM.

SCAM.
They may buy on Ebay but they use an anonymous or hijacked Ebay account and DO NOT have a Paypal account so they can't use Ebay checkout.

They encourage you to accept a 'direct' Paypal payment.
No funds or activity of the transaction shows in your Paypal account and any emails 'may' go into your junk/spam folders.

You will get/got a "fake" email that looks as though it is from paypal.....it isn't because they don't actually have a Paypal account and have no intention of paying you.
It will say the buyer has paid ...you won't have been paid.
They will tell you that the payment is released when you provide paypal with a tracking/shipping number......this won't happen.

OR
Once they may try again with fake Paypal emails with 'reasons' that you must send them a voucher or token from another company to sort any issues with your paypal account, total rubbish.

Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Paypal do not tell you to send trackable, they advise it for selling protection but it is not compulsory.
Paypal do not tell you to send tokens or vouchers or send anything to 'receive' payments or for anything 'account related ie verification etc'.
Delete any emails and ignore the scammers.

Advice is voluntary.
Kudos / Solution appreciated.
