Is this a real invoice from Paypal? Says I had to pay it as my account had been limited?

Hi I got an invoice for $5.99 with this message;

- Your account has been limited. You must pay this request to remove limitation permanently.

After I had paid it - it says the payment was to <removed> - is this real?

Never seen anything like it before?
