Is this email I received from PayPal legitimate? My first thought is "yes", but the embedded <link> is to https://epl.paypal-communication.com/.. not paypal.com.

Log into your account NORMALLY and NOT via any link.
Click on the notification 'bell' icon, nothing in there will confirm its a spoof.
Paypal normally do NOT tell you to enter any account information via a link in an email.
