Am I able as a parent/guardian to set up an account for my 15 year old daughter who has her own bank account and if so which is the way to go about it

No sorry, you have to be 18 to open a Paypal account and Paypal no longer do student accounts (and never did anyway in the UK).
If you open one for her the it will be limited and odds are she won't be able to open another one once she is 18.
Advice is voluntary.
