Are international transactions covered by goods and services.

They are but that protection is not a 100% coverall.

For eg if you buy from another country and it arrives mis-described then you may win a dispute BUT have to send it back trackable at your own expense before getting a refund (and unless you have activated the 'return shipping on us' option before you made the transaction) then you would have to pay that cost, even if you did activate it, it may only cover some of the return costs.

 

So your best bet is to research your seller AND read up on Paypal buyer protection so you can risk assess your transactions.
