A friend from China sent me (in Germany) money recently (135.99) but the fee mentioned below the amount was 8.22. I don't understand. Did he set this fee himself or it was deducted by paypal? If deducted by paypal then why 8.22 because when I send money to US the fee usually is around 2-3 euros.
