Incorrect fee

 I recently received a payment and was expecting the normal 2.9% plus .30.  But it took over 4% in fees.  Does anybody know why or how I can dispute it?

I expect it was an international transaction that occurs a higher fee for a cross border payment.

FEES are in Paypals user agreement.
