Someone is impersonating my employer who is a public figure on Instagram. They have been asking for money to be donated to a paypal account. We are not able to reach anyone to report this and get the account shutdown. Is there an email or some way to report fraud fast? We need to shut this account down and make sure no one gave money to him.

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is also randomly available.
Or have you considered contacting Customer Service via Facebook or Twitter?
