Impossible to reach customer service at paypal

Ive been on hold for 48 minutes waiting for help with a simple issue.
I had to click "contact us" 4 times to get the phone number, is it just me or does Paypal not want to talk to its customers? Seems like they are more interested in keeping staffing low for more profit (talking to customers means hiring more people, we cant have that its to expensive). Customer Service suffer - profit soars! I always blame the VP are marketing for allowing such things. Why are they still employed?

What is the simple issue? Perhaps it is simple enough for other PayPal users to help with.
