Ebay and Paypal are 2 separate companies.
If you don't like Paypal policies then close your account, its not compulsory.
But to be honest Paypal has the right to do business or not do business with whoever they want to, withdrawing that right is taking away their rights to trade with who they want to.
Advice is voluntary.
