If my PayPal has a bank account associated and someone sends a request for money, does PayPal pay that request automatically without my approving the request for money?

Thank you for the reply. Now I know how it is supposed to work. So, I've got to figure out what went wrong because some rando got $300 due to a payment request that was most definitely NOT authorized.
