Hi! I recently was dealing with an online game retailing website, to which I was unfortunately denied of a game and I asked for a refund, after the refund was issued I received an Email notification, I proceeded to go check my PayPal status and was prompted with the 403 access denied screen. Upon further investigation I found out that my IP address has been banned from accessing Paypal.com and was quite baffled, is there an explanation to this? And if possible, could my IP be unbanned?
