Hey guys. Am I safe? I will pay $8000 to an online seller invoiced. But he said he will ship in 20 days because it will take him 20 days to receive money from Paypal. Am I 100% safe because of invoice?

That depends on many factors all listed in Paypals buyer protection policy for you to read and then risk assess your transactions.

However you 'may' be covered for non receipt BUT if it arrives misdescribed then whether you win a SNAD dispute would depend on the exact description of that item on the invoice description.

Also the 21 days shouldn't make any difference..............

If its marked as completed in your Paypal account then you have paid. The fact its pending on the SELLERS end is between him and paypal as he is a new seller.
He is supposed to send your item promptly (trackable to prove delivery) and then his funds are released when tracking shows the item as DELIVERED + 3 days.

Tell him if he refuses to send then you would have to file a dispute for 'non receipt of item' and that would impact on his paypal account as such an early seller and the time the 'new seller hold' lasts would be extended OR he may not be allowed to sell..

Advice is voluntary.
Kudos / Solution appreciated.
