I was looking to donate $1 to someone, and fee says .99 cents. Is that right?

I don't have much experience with paypal but was under the assumption it works on percentages. Thats 99%. What am I missing here?

I used it once for a sale of about 160 and it took 5 which seems more reasonable.

Yes, so not sure, its not a payment for a service. Is that a gift? I don't know how it should be processed.

Or where can I see the fee scales as everything Ive seen has percentages, and 99% was not listed.
