I've been deducted money instead of being refunded fees after a refund

A payment has recently been refunded on my account due to a payment reversal that wasn't covered by seller protection for whatever reason. Instead of being refunded the fees associated with the payment I seem to have been charged a fee. There is no explanation for this money being taken from my account. I've emailed support, but as of yet have received no reply. I do realise they are not quick to respond. Can anyone explain why this might be?
