I received 0 euro

Friend sent me 15 cents but i received 0 because it said the fee is 15, then we tried with 25 and i got 0 again. Is there a minimal sending amount? (money is sent from US to EU)

Go to fees in paypals user agreement and then you can work out how much will be deducted.

Paypals fees are always a % part and a fixed fee part and the fixed fee part can be 30 cents +.
