You can ONLY cancel a transaction if it is marked as pending / unclaimed AND has the cancel option.

That is normally ONLY if the email address you sent the payment to is non-existant.

If its pending / unclaimed withOUT a cancel option then it would time out at 30 days.

If its completed then you would need to contact the seller and request a refund or go via Paypals dispute process.
