I currently have $0.00 in my paypal with no credit card linked. Can someone still send me money? And if they do, can I use this money to send it to another person?

You should be able to receive paypal payments and you 'may' be able to send to another person BUT at some point Paypal security will kick in and ask you to add a card to act as a back up funding source and to verify that account.
