I didn't receive package, seller send fake package to someone else for status "delivered".

Hello,

I ordered a camera and the seller sent the package absolutely to the different address (only post code is the same), obviously for package status "delivered". I found out the receiver from transport company. So I called the receiver and found out that content of the package was only birthday wish card.

I complained through Paypal to get money back. I enclosed every possible proof. They wrote me that I have to send the package back. But how? I don't have it. 

The current situation is according to Paypal: 1) I returnd the package (which I haven't) or 2) cancel the case. 

I cannot open the issue on ebay because of open issue on Paypal. 

Would you have any advice? Thank you.

Send back what you received ie nothing..........an empty envelope, trackable to prove delivery back to the seller and see if that works.
