How to set up personal PayPal account connected to checking account at State Bank on Easter Island

I need directions for my friend who lives on Easter Island. I need to send money to her from my personal account. Want to send by 'friends and family"

I presume the PayPal account would be opened under Chile (CL)? Because Easter Island is not specifically a supported region. PayPal Chile accounts are allowed to withdrawal PayPal funds to linked bank account, credit, debit, prepaid cards, or via a mailed check.
