How to reach PayPal agent via phone call

Could someone help show me to way to reach PayPal agent via phone call.

I have tried many times to call PayPal customer service in Germany. Because of my German is insufficient to get through their maze in phone call.

Even though I used 1-time code, but all I heard is auto voice.

Please help me in this case to find a way to reach any agent to talk in person.
