I’m purchasing two tickets to a sold out concert from someone who claims that they have two tickets available. I’ve never purchased anything this way. They say they’ll forward the tickets to my email once they’ve received the money through PayPal. Is there a way to hold the money while I verify the tickets are legit?

No, paypal does not do escrow.
Your best bet is to read up on Paypals buyer protection policy and then risk assess your transactions.
Advice is voluntary.
