How to have support case escalated

I have multiple month old problem where my Paypal account is limited, but the resolution centre has an error and won't let me fix the problem.


Separately, I have a credit card that is not linked to my Paypal account, however anywhere that Paypal is the credit card payment provider, it will not accept my card.


I have no idea why my account is limited, why my separate card does not work. I would normally not even come to paypal because the company is totally incompetent and we haven't done any business in over 9 years, however when my card stopped working, eBay informed me that Paypal is their card payment processor.
