Paypal phones are mostly non operational since covid but sometimes you get lucky. If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country. Live chat is randomly available. You can send them a message. Or have you considered contacting Customer Service via Facebook or Twitter? You can send them a personal message from their facebook or twitter pages. I am facing new problem as my fund was kept for hold for 180 days long ago and already my 180 days passed away.
I received email from paypal indicating that my funds are now available from withdrawal but when i checked my paypal they mentioned that manual withdrawal option is not available and they will automatically start withdrawal but its being more than 4 days they have not started.Moreover I have confirmed my bank account also.
