How to calculate Payouts fee

Hi there

     I am a developer in Thailand, I have a question with payouts fee.

     I am developing system to transfer money from customer to customer by our system will charge the fee from system and tell customer you must pay a PayPal fee x bath.

     I have read in link https://www.paypal.com/us/webapps/mpp/merchant-fees#paypal-payouts but i'm not understand how to calculate it because when i requested with sandbox account the fee from response is "9.00 THB" in the columns 3 said i must pay 2% for each recipient

   for the example i transferred 1000 bath fee from response is 9.00 THB not 20 THB
