How does a business bill Internationally - outside its country of registration

We have a Business account. We're trying to bill a client in Japan for services. They weren't able to pay as they are not a U.S. registered PayPal account. We read in a search that we would be able to after adding JPY as an accepted currency. It still does not succeed. We had the same problem with a UK client and GBP earlier in the year. How are we able to bill a non-U.S. client for payment of services via PayPal? Not clear to us what "Board" this question would best apply to. Thank you in advance.
