How do you put in a claim from the sellers side?

On April 18th 2018 I sent over an invoice for $850 to someone I thought I knew well. Upon them receiving the invoice I mailed out their goods. The week they received the goods they paid me a partial payment for $50. Since then the buyer has stopped responding to Emails, Calls, Texts, or facebook messages and has made no indication of paying for the goods that I know he has received. I'd like to send this to collections or put in a claim or whatever PayPal might do for someone in this situation but everything I see is for the Buyer to put in the claims. Where do I go to file something like this?
