How do I set up an account for my daughter if shes not 18?

I have been wanting to set up a account for my daughter, however my son told me if she's not the age of 18 all her assets will freeze. I am wondering if this is true, I have not sent the money. I want to clarify if its okay to send her money. If not, how would I set up a student account for her. She's 13.

Your son is correct, PayPal users must be 18 and older, sorry. PayPal will limit the account to check photo IDs and other documents. PayPal got rid of the student accounts years ago.
