I sent my relative in Kazakhstan $100 and PayPal charged me $4.99. My relative is having a difficult time accessing these funds. Why is it so difficult for her to transfer funds to a Visa card or her bank? Please help me as I wish to send our relatives money every month or so during these hard times.
