I was charged a fee $39.40 for a rental payment of $1350.00 from a tenant. That seems very high to me. Can someone help me understand why this transaction isn't free as promised? I'm a new user of PP and will definitely not use it again if this is what it will cost each month.

If its a 'rent' payment then your tenant could use the friends/family option so that you don't pay any fee at all.
However so that they don't pay a fee either make sure they 'fund' the payment from funds already in their paypal balance OR a bank account (if they use a card they will be charged a fee).
Advice is voluntary.
