Is it normal that you have to pay certain amount to recieve the money or for the first transaction. They called it clearance fee?! Im confuse why i have to pay for something.

You don't, its a SCAM.

You are receiving FAKE paypal emails.

No money in your paypal balance means you have not been paid.

Even pending it would show in your paypal balance.
