To upgrade an account click on profile / settings (cog next to log out) and the upgrade option is on the left of that page.
Make sure that you really need a business account though first as it sometimes a hassle trying to downgrade again.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
