Has PayPal started not refunding fees for cancelled transactions? If so, when? Why?

Someone bought something from me in error, on eBay. I graciously refunded them. The process seems to have resulted in a net $.30 charge to my account. I don't recall that happening. Did I just miss it, or is it new? I rarely sell stuff.
