Has PayPal Fees Increased?

Has PayPal increased their fees for Ebay sellers?

I am wondering as I have been charged for my last two transactions with fees on a £45.00 sell @ £2.63 on 01/05 and a £25.00 Sell @ £1.55 on 21/04, which works out at 5.4% + 20p. Both where UK buyers with UK addresses. All previous transactions have been correct @ 3.4% + 20p.

I received a letter today saying my paypal account is sold to synchrony bank and a new apr rate of 25.49 intrest will

take affect 7/23/18 time to close my account.
