Someone hacked my account from Orlando Florida and received a payment on my PayPal account that was originally supposed to be mine. The refund team keep telling me I need to buy a gift card for $200 so I can get my money why is that?

Paypal would never tell you to do that, you are being scammed.
If you phoned a number then it was a scammers and not paypal OR a fake paypal email.
