Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or use the online chat during business hours if available.

I have done that: sent two e-mails - did not phone yet, because I am not willing to pay for an international call.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
