i have new fresh VISA card which i just activated and never used for anything.i tryed link it to PP,it failed 1st time cuz i didnt had any funds on it for 1$ charge,after i add funds to it i tryed again but i keep get msg "Your card has been declined. Please try a different payment method.".I called bank amnd they say PP tryed charge it once befroe i add funds,but after it paypal didnt try charge it even when i was try many times to link it and i keep get same msg.is there any time i need wait before PP can charge taht 1$ again or what exatly hapening here...PP support is awfull,24 hr passed and i didnt get any reply i jsut get bot system smgs leadng me to FAQ,can anyone here help me since PP staff is useless?
