Got scammed

A while back, I got scammed when I sent money for concert tickets to somebody advertising on craigslist. I have never been scammed other than this, as I am not the type to make mistakes like that. I did it because my friend backed out of our original tickets and so I was in a hurry to find replacements that were good seats. What I don’t understand is why couldn’t PayPal be able to track the account that this person transferred their money to after I sent it to their paypal. Doesn’t it have to be a legitimate account for you to be able to hook it up to your PayPal?

Did you open a paypal dispute for non receipt of item?

Did you escalate it to a claim?

Did paypal find in your favour and if not what decision was made?
