Got fraud / phishing payment request, paypal CS messaging is a spin cycle...

\I tried to report this to paypal directly. But the customer service "send message" feature is broken and/or puts the customer in this perpetual spin cycle.
So I got this $10k payment request from someone I don't know. I didn't pay it, but I wanted to let paypal know about the potential fraud. So here it is. My only hope is that paypal will not make this into another spin cycle. My second best hope is that the fraudulent person stops making such unsolicited requests.

Let me know what you think of this report. And the Paypal messaging spin cycle that doesn't allow someone to actually send a message.
