Gifted money to my Mum and its under review??

Hi, with the problems with withdrawals lately (I'm a new Paypal account holder and everyone of my 5 withdrawal attempts have been held), I have gifted a few payments to my Mum as she can transfer it to her bank instantly. However, I have gifted her £65 this morning and at her end it it saying they are reviewing the payment which will take up to 24 hours. Why could this be? Thanks

They often review f/f payments to make sure you are not selling and accepting f/f payments to evade fees.
