Funds still being held at 190 day mark

My account was closed by PayPal on December 31. I received an email stating that after 180 days I would receive instructions to withdraw my funds. After 10 days of attempting to contact customer service with no success, I still am not able to withdraw. Customer service phone number, chat, message center, and email have all proven to be useless as it seems PayPal is working on a fully automated looping system currently. I am very frustrated. I need the funds due to loss of income from Covid and I find it unlawful to hold funds longer than the user agreement specifies. Can anyone help with a resolution to my problem. I just want to talk to someone or at least be made aware of how to withdraw my funds as I was told I would be able to.

If you have been told your Paypal account has been permanently limited then Paypal holds any funds for 180 days as that is the same time frame that buyers have to open paypal disputes.

If no disputes are opened against you in 180 days then you are allowed to withdraw the funds as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes Paypal request further documentation from you before you can withdraw those funds.

Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.
