I am doing a spaghetti dinner fundraiser for a family in need and would like to sell tickets through PayPal. Is this possible?

Yes, absolutely - you can easily create a Buy Now type item button or Add to Cart type item button - then copy and paste the button code to a web page and let everyone know about it. See this link to get started. Note, using this method, people won't be required to have a PayPal Account as they pay as guest with a credit card - PayPal will charge you a transaction processing fee of 2.9% plus $.30 on the total amount of each transaction.
