Friends and family payment fee

Hello, recently i made a payment through 'sending money to friends and family' using my paypal balance, why is there a $4.99 fees? There had been an option to use my credit card but the fees were $5.49. Shouldnt sending payment to a friend with paypal balance FREE of charge?

Depends where you send it, if it was an international transaction then you would get a cross border fee.
