I have paid someone in$ although the transaction is UK to UK, he has been charged a fee, I have not therefore he has not received the full amount can anyone tell me why

Its down to how the payment was SENT to their account.
1. If you sent using money > goods / services option then paypal would them as a seller and would charge a fee.
2. If you had sent using the send money > family / friends option then they would have no fee charged. (However you may have been charged a fee for a currency conversion fee OR if you funded the payment via a card as its only free from a linked bank account or funds in your paypal balance.
Advice is voluntary.
